Broach, July 30, 1898; ed. at Gujarat College, Ahmedabad and Elphinstone College. Bombay; m. Smt. Hira Laxmi, January 1913; 1 s. and 2 d., Solicitor; Member, Congress Socialist Party; imprisoned in 1932, 1939 and 1942 during the freedom movement and spent a total of 5 years In jail; Member, Bombay Legislative Council, 1937—52, Bombay (later Maharashtra) Legislative Assembly, 1952—66; Minister, Bombay and Maharashtra Governments, 1952—66, holding the portfolios of labour, Public Health, Education, Law and Judiciary; resigned as Minister in August, 1966; Member, Constituent Assembly (Legislative) for a month; Advisor, INTUC delegation to I.L.O. Conference, Geneva, May-June, 1951; Leader, Government delegation to I.L.O.
