BHUBANESWAR: Implementation of 5T charter and Mo Sarkar initiative, two top priority areas of the state government now, will now reflect in the annual performance appraisal report (PAR) of different categories of government employees including the all India service officers.
The state general administration (GA) department on Friday issued notification in this regard.
According to the notification, out of overall numerical assessment of 10 in case of all India service officers, a value of 2 would be assigned with respect to performance of an officer on 5T and Mo Sarkar initiative.
“Out of the 2-mark, one mark has been assigned for implementation of 5T charter of own department (for secretary-rank officers), 0.5 mark each has been assigned for effective implementation of 5T charter of government (in case of collectors, SPs and coordinating officers) and Mo Sarkar initiative,” said a GA department official.
For the state government employees (OAS officers and below), 20 per cent weightage has been earmarked for their performance on implementation of 5T and Mo Sarkar initiatives.
While 10 per cent weightage has been earmarked for implementation of 5T charter of own department/directorate (for director level officers) while another 5 per cent weightage each has been earmarked for implementation of 5T charter of the government (coordinating officers at the state and district level) and Mo Sarkar initiative.
“The decision to reflect implementation of 5T charter and Mo Sarkar in PAR of government employees will definitely improve quality of governance and service delivery system at the grassroots. People will be ultimate beneficiaries of all these move,” said a senior IAS officer, requesting anonymity.
During a brainstorming session with senior officers in July, chief minister Naveen Patnaik had announced that implementation of 5T components will be accorded 20 per cent weightage in the performance appraisal of officers.
Under the 5T– technology, transparency, teamwork and time leading to transformation– model of governance which the chief minister has emphasized after elected for the fifth consecutive term, each department has published a list of charter for conducting day to day governance and implementation of various programmes and schemes.
With an aim to make the governance people-centric, Naveen also launched the Mo Sarkar initiative on Gandhi Jayanti under which the chief minister, ministers and senior officers take direct feedback from the public on the service they are getting in government offices.
Mo Sarkar initiative has been initially launched in district headquarters hospital and all the police stations across the state while the programme would be extended to all the departments by March 2020, said official sources.
