BHUBANESWAR: The BJD will push for Vidhan Parishad or legislative council in Odisha during the winter session of Parliament starting on Monday.
BJD’s parliamentary party leader in Lok Sabha Pinaki Mishra, who attended the all-party meeting in New Delhi, urged the Centre to introduce a constitutional amendment bill for an upper house in Odisha.
“The Odisha assembly has already passed a resolution for a Vidhan Parishad in Odisha. The Centre should pass a constitutional amendment bill for it. I have strongly raised the issue in the all-party meeting and requested the Centre to introduce the bill,” Pinaki told reporters after the meeting.
The Centre has so far not listed any bill supporting bicameral house in Odisha. BJD insiders said they were assured by the BJP top brass in passing the bill.
The regional party had earlier on several occasions extended support to the Narendra Modi government on key legislations and decisions. Despite having numbers, the BJD had also endorsed BJP’s Rajya Sabha candidate Ashwini Vaishnaw.
The state assembly had passed a resolution on September 6, last year for an upper house in Odisha even as members of Congress and BJP had staged walkout opposing the resolution.
The proposed Vidhan Parishad in Odisha will have 49 members (one-third size of the assembly) while it will have an additional financial burden of Rs 35 to Rs 40 crore annually towards salary and establishment expenses of members.
The regional party would also demand introduction and passing of Women’s Reservation Bill in the parliament. Earlier, the party had reached out to 22 political parties including national parties to build consensus for 33 per cent reservations for women in the parliament and state assemblies.
Party’s national spokesperson Sasmit Patra said it will pitch hard this time for the Women’s Reservation Bill.
Patra said increasing banking and telecommunication coverage in Odisha as well as expansion of National Highways in Odisha, inclusion of at least two tourist places of Odisha among the 17 identified iconic tourist sites by the Centre, starting of Bhubaneswar to Dubai direct international flight service, recognition of Bali Jatra as national maritime heritage festival and income tax exemption for district mineral foundation fund are among other issues the party will raise in Parliament.
