GUPTA, SHRI KANWAR LAL, B.A., LL.B., Janata, (Delhi—Delhi Sadar—1977): s. of Shri Chiranji Lal; b. at Birdhana, Rohtak District, October 16, 1924 ed. at Hindu College, Delhi University; m. Smt. Kusum Gupta, April 26, 1950; 1 s. and 3 d.; Lawyer, specialist in Taxation; previously associated with the Jan Sangh, was a member of its Central Working Committee and held several offices in that Party; first General Secretary, Delhi State Jan Sangh, 1951; Convener of the Conference called by Dr. Shyama Prasad Mukerjee in Delhi in 1951, for the formation of the party in support of Praja Parishad Movement in Jammu and Kashmir, was arrested about thirty times for launching agitations against the Central Government and Delhi Administration, on various political and public issues, such as price-rise, against unemployment, supply of arms to Pakistan by foreign countries, for abolition of Article 370 of the Constitution regarding Jammu and Kashmir, against the biased policy adopted by the All-India Radio and Delhi Doordarshan, and several similar issues; offered satyagraha in July 1975 and was held under Defence of India Rules, and M.I.S.A., and imprisoned during Emergency for 19 months, 1975—77; Founder President, Citizen’s Council, Delhi; Founder-Chairman, Board of Directors, Delhi Nagrik Sahkari Bank; Chairman, Governing Body, Women’s College, and Boys’ College, New Delhi; Member, (i) Legislative Assembly, Delhi State, 1953—57, (ii) Municipal Corporation, Delhi, 1958—62; Member, Fourth Lok Sabha, 1967—70; presently Member, Public Accounts Committee and Chairman, Committee on Papers Laid on the Table.
Social activities: Interest in the measures and programmes aimed at checking the ‘price spiral’, providing employment to the youth, rendering help to poor children especially in regard to their education.
Favourite pastime and recreation: Reading books and magazines.
Special interests: Tree plantation; debates and group-discussions; art, culture, folk-dance and songs, group dances; economic, social and administrative problems facing the country.
Sports and clubs: Member, Chitrakala Sangam; interested in Indian Style wrestling and Indian games, such as Kabbaddi, and Kho-Kho, etc.
