DHARIA, SHRI MOHAN MANIKCHAND, B.A., LL.B., Janata, (Maharashtra—Pune—1977) :  s. of Shri Manikchand Dharia; b. at Nate, Kolaba District, February 14, 1925; ed. at Konkan Education Society, Mahad, Fergusson College, Sir Parshurambau College and Law College, Poona; m. Smt. Shashikala, December 31, 1947, 2 s. and 1 d.; Lawyer and Social Worker; previously associated with the Praja Socialist Party, 1948—60 and Congress; participated in National Struggle, organised youth march that tried to capture Mahad Tehsil 1942, remained underground, later arrested and imprisoned; along with other colleagues liberated Janjira State and was Foreign Minister of the provisional Government for a few days till the merger of the ex-Ruler’s State in 1948; underwent imprisonment on six different occasions after Independence while leading various movements, opposed Emergency, expelled from Congress and detained under Maintenance of Internal Security Act; Incharge party election campaign in Maharashtra, 1962 and 1967; General Secretary, Maharashtra Pradesh Congress Committee 1962—67; Member, All-India Congress Committee 1962—75; associated with several trade union movements consisting of State Transport, Post and Telegraph, Defence and Bank employees; Secretary, (i) Poona Bar Association, 1952-53, (ii) Citizens’ Defence Committee, Maharashtra State; Member (i) Deccan Education Society, (ii) Shikshan Parasaraki Mandali and (iii) Janata Education Society, several Co-operative Societies and Social bodies; ex-President, (i) Western Agro-Horticultural Society, (ii) Maharashtra Kalavikas Mandal, and (iii) National Labour Centre; Member, Poona Municipal Corporation, 1957—60, and Chairman of its Transport Undertaking, 1957-58; elected to Rajya Sabha in 1964 and 1970; Member, Fifth Lok Sabha, 1971—77; Minister of State for Planning, May 1971 to October, 1974, Minister of State for Works & Housing, October 1974 to March 1975; resigned from Union Council of Ministers in March, 1975, while insisting for a national dialogue with Shri Jayaprakash Narayan and other leaders; Minister of Commerce, Civil Supplies and Co-operation since March, 1977; Led Parliamentary Delegations to East and West Germany, USSR and other countries, Indian delegate to the 25th Anniversary session of United Nations Organisation, New York.
