About Ukhrul District :

The district of Thoubal, which occupies the bigger portion of the eastern half of the Manipur Valley, takes the shape of an irregular and triangular with its base facing north. The district came into existence from 24th May, 1983. It lies between 23° 45′ N and 24°45′ N latitude and 93°45′ E and 94°15′ E longitude. It is bounded on the north by Imphal district, on the east by Ukhrul and Chandel districts, on the south by Chandel and Churachandpur districts and on the west by the districts of Imphal and Bishnupur. It has an area of 514 sq.kms. Important rivers that flow through the district are the Imphal and the Thoubal. Agriculture Is the most important source of livelihood for the people of the district. More than 70 per cent of the total population of the district are directly or indirectly depended on agricultural activities. The district has two community development blocks one within each sub-division. The places of tourist interest in the district are Khongjom, Sugnu, Waithou, Kakching, Thoubal and Pallel

Hon’ble Mr. Justice N. Kotiswar Singh, Acting Chief Justice

  • Justice N.Kotiswar Singh, Senior most Judge,High Court of Manipur was appointed to perform the duties of the office of the Chief Justice of the High Court of Manipur with effect from 1st July, 2017 vide order No. K-11019/01/2017-US.I/II
  • Born on 1st March, 1963 at Imphal, Manipur. Son of (Late) Justice N. Ibotombi Singh of the Gauhati High Court, who had also served as the first Advocate General of the State of Manipur.
  • Completed his schooling from Ramakrishna Mission Vidyapith, Purulia, West Bengal and Pre University Course in Science from St. Anthony’s College, Shillong. Graduated from Kirori Mal College, Delhi University with B.A. (Hons.) in Political Science in 1983. Obtained his Degree in Law (LL.B.) from Campus Law Centre, Law Faculty, Delhi University in 1986.
  • He was enrolled as an Advocate in 1986 under the Bar Council of Delhi and later on transferred to the roll of the Bar Council of Assam, Nagaland, Meghalaya, Manipur, Tripura, Mizoram, Arunachal Pradesh and Sikkim.
  • He was selected for and attended the “Commonwealth Young Lawyers’ Course” under the University of London in 1992.
  • After a brief practice in the Supreme Court of India, shifted his practice under the Gauhati High Court. He also practised in the Central Administrative Tribunal, Guwahati and the District Subordinate Courts and various Tribunals in Manipur. Practiced mainly in Civil, Criminal, Constitutional and Service matters.
  • Before his elevation to the Bench, he served as the Advocate General of the State of Manipur from 3.11.2007. Prior to it he was the Standing Counsel for various institutions/ public undertakings and Government Departments, such as the Department of Health and Family Welfare, Government of Manipur, Manipur Renewable Energy Development Agency (MANIREDA), Manipur Board of Secondary Education, Regional Institute of Medical Sciences, National Insurance Company ltd., Allahabad Bank, Housing and Urban Development Corporation ltd., DOEACC Centre, Imphal. He also appeared before a number of Commissions in Manipur constituted under the Commission of Inquiry Act, 1952.
  • Designated as a Senior Advocate by the Gauhati High Court on 31.03.2008. Was sworn in as an Additional Judge of the Gauhati High Court on 17.10.2011. Was again sworn in as Judge of the Gauhati High Court on 7th November, 2012.  As from 23rd day March, 2013, ceased to be the Judge of the Gauhati High Court and became Judge of the new High Court of Manipur
